Canada has yet to discover an effective method of scaling the creation of self-sufficient and cost-effective affordable housing. By understanding the leverage points in non linear systems of Canadian affordable housing development, governments, business and community forces can interact and utilize the properties of emergence to produce an outcome that is greater than the sum of the system's component parts.
